Hands in the ruck Empty Hands in the ruck

Can anyone clarify the Ruck situation at the tackle area,for you referees.Watching wales v Italy Under 20`s JWC in welsh[do not speak it].Ball is emerging from a formed ruck,player on his feet.Waiting for the ball,it is not heeled clear but technically still in the Ruck.Player reachs in and plays the ball. Hands in,Penalty tp the other side or legal.?I thought it was required to heel it clear am i right or wrong.
