basically the controller got part submerged in water, not it won't turn on. earlier randomly fired up my ps3. any tips on what i can do to get if working again?

Open it up and dry it out as soon as possible. There are some small bits inside the controller so open it carefully so you know where to put them all back.

Try and get Salica Gel and let that dry things up.

alternatively, bin it and buy a new controller.

second option is the worst case scenario, as the controller is my younger sibling's, fortunately he's not due back from uni any time soon!
