“SAINTS recruitment and development manager Dusty Hare is dismayed that England are employing more foreigners to fill their team.
Martin Johnson is set to name his 45-man preliminary World Cup squad at the end of this week and it could see Thomas Waldrom added alongside fellow New Zealanders Shontayne Hape and Riki Flutey.
Waldrom’s promotion could well come at the expense of Saints back-rower Phil Dowson who has been on the cusp of an England call-up for the past two seasons.

Saints captain Dylan Hartley was also born in New Zealand, but he moved over to England as a teenager and came through the academy system.Hare feels the promotion of Waldrom, Hape and Flutey above academy-produced talent is a sad indictment on the richest rugby nation in the world.

“I’ve nothing against Shontayne or Thomas, but England should have players for all positions,” said Hare.
“We are the biggest rugby-playing nation in the world after all. The new performance director - whoever he is - has to be bold and establish a clear structure to bring players into the professional game.

“At the moment players from the independent schools are favoured because they have the better core skills."
“I’ve every respect for the independent schools and the coaches. They do a great job and have a great tradition, but we need to harness all the different sectors of the English game to create a better pathway for all players.
“Look at the present England team, only a third of the starting team in the Six Nations came through the academy system. That figure should surely be higher, though you have to remember some of the squad got into rugby before the academies took off.”
Hare feels one way of helping produce better players for England would be to have a proper academy competition.

“In my view the academies have made a poor return on the investment since they were first started,” said Hare in The Rugby Paper. “Not enough top quality players are coming through. One idea must be to create a proper Academy League. It’s no good a player having the skills if he cannot replicate those in a game situation.
“The academies have become too used to merely identifying talent and failing to develop players further. Players get better by playing in proper games and many do not get sufficient game time at present which stretches them.”
Hare’s call comes as the A League is reduced next season because of the World Cup, denying academy players more game time.”
